Quality seeds, including certified seeds, are obtained as a product of research and genetic improvement of various cultivated species, and represents the strategic input for excellence that contributes significantly to successful agricultural production and productivity. However; in Peru, the rate of use of quality seeds has maintained very low levels, since only 13.81% of the total area planted in the country uses certified seed (ARES-DGIA-INIA, 2017). Numerous studies support that the low level of public investment in innovation projects, such as research, technology transfer and adoption of quality seeds, is one of the roots for the persistence of low levels of productivity. Rice production in Peru is not isolated to the impact of this variable. In this study, Lambayeque has been chosen for the analysis because it is a region in an authentic process of productive development, influenced mainly by the increase of the use of certified seed in its fields. The objective of the present study was to demonstrate quantitatively whether the independent variable: Public investment in innovation projects in rice seeds significantly influences the dependent variable: Productivity of the crop in the Lambayeque region from 2005-2015. Through the use of the e-views software, the result was that public investment in rice seed innovation projects has a significant impact on crop productivity in the Lambayeque region and is therefore a true hypothesis. Incidence levels were quantified for each variable. The present study is part of the explanatory (cause-effect), non-experimental and longitudinal research, since through cause-effect analysis, observation, comparison and description of variables, it has been established that there is a direct relationship between them, in the period 2005-2015.
