Among all the problems faced by the city of Lima, traffic congestion is one of the most felt and rejected by the population. This discomfort is due to traffic congestion adds a considerable amount of travel time to the normal routine of the people, which further adds fuel use, increased pollution and generated economic losses. Because of this, the number of vehicles in a city has caused measures against traffic congestion in American countries such as Colombia (Pico y Placa) and Mexico (Hoy no circula). In the city of Lima it distinguishes a peculiar feature in traffic jams: the abundance of taxis. Given these hypothetical causes the problem arises: How reduce the traffic congestion and economic losses generated? in this case, taking into account the above factors. So that this investigation takes as study area an approximate urban area of 3km2, which is common to find problems of congestion due to the avenues that delimit it, which are: Av. Javier Prado, Av. Salaverry, and Av. Arequipa y Av. César Canevaro. Thus after an actual data collection, processing and subsequent calibration, it was possible to build a simulation model of the study area, which allows the projection of scenarios in which the above measures apply. The simulated scenarios were four: vehicular restriction of plate of two numbers per day, vehicular restriction of plate of five numbers per day, retreat informal taxis, removal of informal taxis and colective taxis. These scenarios allow to obtain calculation results service level and travel times, which are parameters that reflect optimally traffic congestion in the study area. As these scenarios try to measure users on urban roads, the impact on the routine they have is a very important factor, so a parameter was also analyzed the reaction of users. Thus, it has three parameters comparison between simulated scenarios, thus determining the effectiveness of measures in each of the three aspects.
