In recent years the income assignment growth for investment in the Penitentiary Infrastructure Office (OIP) has been significant, considering that in the year 2005 the OIP ended up with a budget of S/. 17 236720.00 whereas in the year 2013 it ended up with S/. 164 067 939.00 representing a growth of 851.8%; however, the operational capacity to handle these resources up has not grown in the same proportion, in that sense to cover up that operational capacity gap it is necessary get the management process related to project cycle optimized, that is why this thesis looks forward to get the project management optimize at the OIP´s Project and Studies Unit (UEP). In that way after a current process analysis related to the UEP project cycle, its optimization is suggested, reducing with that from 85 to 80 persons who take part of the process, as well as reducing the process time from 2140 to 1186 days, representing from the total time a reduction of 45%. In monetary terms, getting the process about the UEP project cycle optimized, annual savings of S/.287,355 related to operation and maintenance costs are reached as well as savings per project of S/.155,916.55 for time reductions. The proposal implementation will require an initial investment of S/. 4´573,025 and it is estimated to get back that investment in 2.1 years, since then take the most of the savings in order to invest in other projects. It is important to note that those savings will increase in ten years to S/.9´650,808 (VAN), additionally the TIR is 47%, that is 38% above the Discount social rate (TSD). At last, this thesis conclude that investment on process optimization related to the project cycle in state entities is extremely profitable, considering the savings in time and monetary that it will achieve.
