Its objective are the substitution of the manual use of Billings and coins by an electronic system that use the smartphones as devises that record the debit and credit transactions between two smartphones (money Exchange). The payment is made by a discount to the current account or the deposit account of the buyer or payer and transferring the money amount of the salesman or collector. The goal is to made this system a way to give benefits to most of the 14 million of smartphones users of Perú, because digital and analogic cellular are less used and now one sales them. To made this proposal is necessary the participation of the BCR (Banco Central de Reserva del Perú SA: Reserve Central Bank of Peru), as the responsible of the control and free cost record transaction and account balances of the users, giving the guarantee it´s reliability and utilization. The users will use it´s smartphones as cash transfer and cash reception media to current accounts support by the BCR. As been this procedure a substitution of bills and coins does not compete with the private Banks in this kind of operations. The review of the literature has not found the implementation of a system similar to that proposed. The nearest correspond to proposals from private banks that charge for providing the service. The author has been Corporate Systems and O & M Manager (CIO) of the Daewoo Group from 1997 to 2000 and implemented a system based on the POS Collections Verifone, to which were scheduled for different functions (collection), replacing the record debit and credit operations. This innovation allowed us to evaluate the concept of using POS´s, as a means of collection and payment.
