La inscripción de los predios en la Superintendencia Nacional de los Registros Públicos- Sunarp y el desarrollo económico y social: Departamento de Lima, Periodo 2005- 2009

Abstract

El propósito de esta investigación fue demostrar que la variable independiente: Inscripción de Predios en la Superintendencia Nacional de los Registros Públicos, influye en la variable dependiente: Desarrollo Económico y Social, entre los años 2005 al 2009, en el Departamento de Lima. Mediante el uso del programa informático EVIEW, se obtuvo como resultado, que efectivamente la variable Inscripción de Predios, sí tiene influencia en la variable Desarrollo Económico y Social, siendo por lo tanto, una hipótesis verdadera. El presente estudio se enmarca dentro de la investigación explicativa (causa – efecto), correlacionales y transversales, ya que por medio del análisis, observación, comparación y descripción de las variables, se ha establecido que existe relación entre ellas. La motivación que impulsó el desarrollo del estudio, fue demostrar que la participación de los registros públicos, constituyen una etapa importante, dentro del proceso general de las actividades económicas, en lo que concierne al mercado inmobiliario, siendo por lo tanto, un paso previo y necesario para que los operadores, consigan sus metas y objetivos, respecto de las actividades que realizan cotidianamente. En este sentido, el estudio se orientó al valor de los derechos de propiedad, en lo que concierne a la Inscripción de los Predios, que tiene influencia en la variable Desarrollo Económico y Social, del Departamento de Lima, para los periodos anuales 2005 al 2009. Para tal efecto se obtuvo información de la Superintendencia Nacional de los Registros Públicos, de las Inscripciones en el Registro de Predios y sus componentes Inmatriculaciones y Transferencias de Predios y también se obtuvo información del Producto Bruto Interno Nacional y Per cápita del Instituto Nacional de Estadística e Informática, y del Programa de las Naciones Unidas para el Desarrollo, en lo que concierne al Indice de Desarrollo humano. Con dicha confirmación, el aporte del estudio sugiere el impulso de políticas de Estado efectivas, para garantizar acciones que permitan, incrementar la formalización de los derechos de propiedad (Inscripción de Predios en los Registros Públicos) y establecer estrategias de acceso al mercado.

The purpose of this research was to demonstrate that the independent variable: Premises registration in the National Superintendency of Public Registries, influences the dependent variable: Economic and Social Development, from 2005 to 2009, the Department of Lima. By using the eView software was obtained as a result, the variable actually Premises Registration, it does have variable influence on Economic and Social Development, and is therefore a true hypothesis. This study is part of the explanatory research (cause - effect), and cross correlation, and that through analysis, observation, comparison and description of variables, has established a relation between them. The motivation behind the development of the study was to demonstrate that the participation of public records, are an important step within the overall process of economic activities, with respect to the housing market, and is therefore, a step prior necessary for operators to achieve their goals and objectives for their activities daily. In this sense, the study was oriented to the value of property rights, with respect to the Registration of Premises, which has variable influence on the Economic and Social Development, Department of Lima, for annual periods 2005 to 2009. For this purpose, information was obtained from the National Superintendency of Public Registries of the Inscriptions in the Real Estate Registry and its components and Transfer Premises matriculated and obtained information of Gross Domestic Product and Per capita National Institute of Statistics and National Informatics, and the United Nations Program for Development, with respect to the Human Development Index. With such confirmation, the contribution of the study suggests the momentum of effective state policies to ensure actions to, increase the formalization of property rights (Registration of Premises in the Public Records) and develop strategies for market access.
