The purpose of this research was to demonstrate that the independent variable: Premises registration in the National Superintendency of Public Registries, influences the dependent variable: Economic and Social Development, from 2005 to 2009, the Department of Lima. By using the eView software was obtained as a result, the variable actually Premises Registration, it does have variable influence on Economic and Social Development, and is therefore a true hypothesis. This study is part of the explanatory research (cause - effect), and cross correlation, and that through analysis, observation, comparison and description of variables, has established a relation between them. The motivation behind the development of the study was to demonstrate that the participation of public records, are an important step within the overall process of economic activities, with respect to the housing market, and is therefore, a step prior necessary for operators to achieve their goals and objectives for their activities daily. In this sense, the study was oriented to the value of property rights, with respect to the Registration of Premises, which has variable influence on the Economic and Social Development, Department of Lima, for annual periods 2005 to 2009. For this purpose, information was obtained from the National Superintendency of Public Registries of the Inscriptions in the Real Estate Registry and its components and Transfer Premises matriculated and obtained information of Gross Domestic Product and Per capita National Institute of Statistics and National Informatics, and the United Nations Program for Development, with respect to the Human Development Index. With such confirmation, the contribution of the study suggests the momentum of effective state policies to ensure actions to, increase the formalization of property rights (Registration of Premises in the Public Records) and develop strategies for market access.
