Estudio del impacto de las intervenciones en el núcleo del Centro Histórico de Lima, a partir de la declaración de Patrimonio Cultural de la Humanidad

Abstract

El presente estudio busca verificar la vigencia de los valores que llevaron originalmente a declarar el Centro Histórico de Lima como Patrimonio Cultural de la Humanidad, mediante el estudio de los parámetros utilizados para su nominación desde 1991. El análisis está orientado a conocer la realidad del impacto de las intervenciones ejecutadas en el periodo, sobre el núcleo o Zona A del Centro Histórico de Lima, para establecer el grado de vigencia de su autenticidad, cuantificándola y sistematizándola a través de la subsistencia de los argumentos e indicadores urbanos, arquitectónicos, sociales, culturales e históricos que fundamentaron la citada declaración. Para el análisis, y considerando la alta complejidad de examinar el íntegro del área declarada, se recopiló los datos físicos e históricos de quinientos catorce inmuebles que representan el 27.60% de los predios de la Zona A. La muestra fue estratificada en cuatro grupos y en forma proporcional, correspondiendo a cada grupo una de las cuatro microzonas o sectores diferenciados (A-I, A-II, A-III y A-IV) que actualmente existen. Igualmente, se levantaron los datos de dieciocho ambientes urbanos existentes en el entorno de los inmuebles analizados. El área total analizada alcanzó el 29.90% del área declarada Patrimonio Cultural de la Humanidad. Los resultados finales obtenidos comprenden el análisis del estado actual de los valores urbanos, arquitectónicos, sociales, culturales e históricos del tejido urbano y de las áreas construidas o construibles que conforman el núcleo del Centro Histórico de Lima, para advertir si éstos aun sustentan la nominación de Patrimonio Cultural de la Humanidad. Además, se incluye la cuantificación del grado del deterioro por el impacto de las intervenciones, las continuidades o rupturas del desarrollo urbano y la efectividad de la legislación vigente. El estudio objetivo del escenario del Centro Histórico, sustentado en el análisis las fichas y cuadros estadísticos que se incluyen como anexos de la presente investigación, demuestra que la situación actual no permite acreditar resultados positivos en la conservación del área estudiada tras su declaración como Patrimonio de la Humanidad. This study seeks to verify the validity of the values that originally led to declare the Historic Center of Lima a Cultural Heritage of Humanity, by studying the parameters used for the nomination since 1991. The analysis is designed to know the reality of the impact of interventions implemented in the period, on the nucleus or Zone A of the Historic Center of Lima, to establish the degree of validity of its authenticity, quantifying and systematizing it through the subsistence arguments and urban, architectural, social, cultural and historical indicators that substantiate that declaration. For the analysis, and considering the high complexity of examining the integrity of the area declared, was collected physical and historical data of five hundred and fourteen buildings representing 27.60% of the properties of the Zone A. The sample was stratified into four groups and proportionately, corresponding to each group one of four micro-zones or sectors differentiated (A-I, A-II, A-III and A-IV) that currently exist. Also, was collected the data of eighteen urban environments in the surroundings of the properties analyzed. The total area analyzed reached 29.90% of the area declared a Cultural Heritage of Humanity. The final results include analysis of the current state of urban, architectural, social, cultural and historic values of the urban tissue and built or buildable areas which form the nucleus of the Historic Center of Lima, to warn if they still support the nomination of Cultural Heritage of Humanity. It also includes the quantification of the damage degree caused by the impact of interventions, the continuities and ruptures of urban development and the effectiveness of the existing legislation. The study object of the Historic Center scenario, supported on the analysis records and statistical tables that are included as annexes to the present investigation, shows that the current situation does not prove positive results in conservation of the study area following its declaration as a Cultural Heritage of Humanity.
