Abstract: Los avances tecnológicos de los últimos años han propiciado en nuestro país la llegada de medios de transporte con mejores prestaciones, que su uso privado y público hacen que exista una mayor movilidad de la población, y del tal forma que la posición económica actual del país permite tener y mejorar la infraestructura vial, ofreciendo vías mejoradas en las que se desarrollan mayores velocidades y acortar el tiempo de viaje así como las comodidades y prestaciones que pueda ofrecer de acuerdo a los estándares internacionales, como se ve en las vías concesionadas en el nivel nacional más todavía en desarrollo en las vías departamentales y todavía en menor desarrollo en las vías vecinales.
Las prestaciones de las infraestructuras viales se están volviendo en contra nuestra, en vista que el ser humano no es capaz de controlar la tecnología por falta de información y/o por condicionantes externos e internos de la infraestructura vial por lo cual se producen accidentes que suponen grandes tragedias en ocasiones.
Hoy en día los accidentes de tráfico suponen la primera causa de muerte no patológica y la primera causa de muerte hasta los treinta y cinco años, a nivel mundial.
El problema es bastante serio como demuestran los datos ya que tenemos en nuestra sociedad una causa “nueva” de muertes contra la que nos está costando luchar.
Es imposible pretender que una carretera o camino pueda ser completamente seguro, entendiendo por tal, una vía en que no se produzcan accidentes. El desafío consiste más bien en reducir las tasas de accidentes, tanto globalmente en un territorio determinado, como particularmente en caminos específicos.
En este tema los Ingenieros involucrados en infraestructura vial, tenemos “algo que hacer” ya que son de nuestra competencia los proyectos de construcción, conservación, mantenimiento y operación de infraestructuras viales que son uno de los actores principales, por cuanto una forma de controlar externamente y asegurar la seguridad vial de los proyectos de carreteras, tanto nuevas como existentes es llevando a cabo auditorias de seguridad vial.
La presente tesis consta principalmente del marco teórico de la accidentalidad en el mundo y en nuestro país, el estado del arte de Auditorías de seguridad Vial en el Mundo con una breve referencia de los países que vienen desarrollando las ASVs, en las auditorias de seguridad vial, se exponen sus fases y sus objetivos, una cuarta parte más experimental se centra en la aplicación metodológica de Auditoría de Seguridad Vial de una vía departamental de la región Ayacucho y por último el análisis de los resultados de la investigación, se extraen interesantes conclusiones de estos estudios sobre la falta de información a la que está sometido el conductor o sobre la falta de adecuación de la señalización con el proyecto de trazado, entre otras.
The present thesis consists mainly of the theoretical mark of the accident in the world and in our country, the state of the art of Audits of security Vial in the World with a brief reference of the countries that comes developing ASVs, in the audits of security vial, their phases and their objectives are exposed, a fourth more experimental part is centered in the methodological application of Audit of Security Vial of a departmental road of the region Ayacucho and lastly the analysis of the results of the investigation, interesting conclusions of these studies are extracted on the lack of information to which is subjected the driver or envelope the lack of adaptation of the signaling with the layout project, among other. In this topic the Engineers involved in infrastructure vial, we have “something to make“ since they are of our competition the construction projects, conservation, maintenance and operation of infrastructures vials that are one of the main actors, since a form of to control externally and to assure the security vial of the projects of highways, so much new as existent it is carrying out audits of security vial. The last year-old technological advances have propitiated in our country the arrival of means of transport with better benefits that their private use and public make that the population's bigger mobility exists, and in the such way that the economic current position of the country allows to have and to improve the infrastructure vial, offering roads improved in those that bigger speeds are developed and to shorten the time of trip as well as the comforts and benefits that he/she can offer according to the international standards, like stiller leave in the roads concession in the national level in development in the departmental roads and still in smaller development in the local roads. The benefits of the infrastructures vials are becoming in against our, in view that the human being is not able to control the technology for lack of information and/or for external and internal conditions of the infrastructure vial reason why accidents that suppose big tragedies in occasions take place. Nowadays the traffic accidents suppose the first cause of non pathological death and the first cause of death until the thirty five years, at world level. The problem is quite serious as they demonstrate the data since we have in our society a “new“ cause of deaths against which is costing us to fight. It is impossible to seek that a highway or road can be totally safe, understanding for such, a road in that accidents don't take place. The challenge consists rather on reducing the rates of accidents, so much globally in a certain territory, as particularly in specific roads.
