A subject to highlight about the decentralization process that started during 2002 in Peru, is related with the considerable resources that many Subnational Governments (SNGs) are receiving through determined resources (DR), which have passed from shortage to an abundance situation, while others still maintain their precarious financial level. This study aims to determine whether the investment, financed with determined resources (DR), has contributed to the reduction of poverty in the Regions of Ancash and Huancavelica, through the years 2003 - 2008. To validate our hypothesis we applied the correlation and determination coefficient to establish the degree of relationship between the analyzed variables, based on information collected from various government agencies of the country. Based on the analysis made on the gathered information and the obtained results, the general hypothesis is accepted; which is why we conclude that the investment financed with determined resources of Regional Governments, is correlated with overall poverty rates in the regions of Ancash and Huancavelica. Also, we found that current spending and investment by the National Government and Local Government show an inverse correlation with the poverty indicator thereby demonstrating its contribution to poverty reduction. Also, It has been observed that private sector interventions, could influence the reduction of poverty, but whose research is not within the scope of this thesis.
