Mining activity in the coal in the north department of Santander from its beginning to the end of the 1970, has been mono dimensional, the operative part within its structure for the production is the most important, without taking into account that we are in a more competitive environment and changing, and that in order to ensure sustainability in the processes should involve in addition to the operational dimension, the structural dimensions, external and time. The mining sector faces challenges such as the variability of international prices and national coal, high production costs, low productivity and low yields in productive processes, the satisfaction of the interest groups (stakeholders), environmental sustainability and that of the real compensation for society and the ecological balance, deepening growing mining extraction and the growing mining accidents among others. With the diagnosis internal and external applied were identified the problems and needs of the sector and its contribution to society, important components in the formulation of the strategic plan that contains a perspective dimensional tetra, which enables the sector a construction of vision, in which the productive development and generation of employment socially efficient leads to the best advantage of the potentialities, efficient use of available natural resources, value creation, a mining socially responsible and to improving the productivity and competitiveness. The formulation of the strategic plan will allow the sector to reduce the environments of uncertainty, complexities, turbulence and changes exogenous and endogenous given by globalization, political stability, education, (local, regional and national) economy, affecting in any way the mining. Should serve as a tool for supplemental to other management tools such as continuous improvement, the value chain and Balanced Scorecard applicable to the sector. Each time increases the demand for electrical power, so the coal is constituted as an alternative to the exhaustion and complex search fuel reserves such as oil. The substitutes for coal in the long term would be biofuels and natural gas, but the coal will be a priority in the regions where it hinders sowing fuels for the future, will be a priority in regions without reservations of gas and other fuels.
