Resumen: A través de los años el catastro ha sido concebido sólo como un tema tributario, y por tanto se convierte en un tema bastante incómodo para los gobernantes, sobre todo durante una campaña política donde incorporar1o en un plan de gobierno no les da los beneficios electorales esperados.
Es decir, aún se tiene una cultura equivocada referente a la importancia y fines del catastro en nuestra sociedad, y mientras no se tenga una definición clara y una visión completa de los fines del catastro así como su impacto en el país, el catastro no va a recibir la importancia que éste realmente merece.
Es por este motivo que surge la necesidad de dar a conocer la importancia de un catastro multipropósito y el cómo gestionar1o a fin de generar un impacto positivo para el desarrollo sostenible del país.
El catastro se define como un inventario de todos los bienes inmuebles de una jurisdicción territorial. La información catastral debidamente recolectada, organizada, interrelacionada, automatizada, mantenida y actualizada, permite proporcionar una imagen completa de los datos físicos, jurídicos y económicos, que al ser gestionadas mediante medios informáticos, garantizan una adecuada coordinación y administración territorial, permitiendo el desarrollo sostenible del territorio.
Los gobiernos locales tienen la competencia en material catastral y son los encargados de ser promotores del desarrollo económico, social, cultural y político de sus ciudadanos, es en este sentido, que el catastro debe ser percibido como una herramienta para optimizar la gestión municipal a través de la valiosa cantidad de información que se puede manejar en beneficio de la planificación y gestión municipal.
El presente trabajo de investigación pretende mostrar la problemática actual del catastro en el Perú y presentar un modelo de catastro multipropósito que responda con los fines de la gestión municipal promoviendo el desarrollo del país.

The cadastre is defined as a public record of ali real estate of a territorial jurisdiction. The cadastral information property collected, organized, interrelated, automated, supported and updated, it allows providing a complete image of the physical, legal and economic information, which, on having been managed by means of computer means, guarantee a suitable coordination and territorial administration, allowing the sustainable development of the territory. The local govemments have the competition in cadastral material and are the managers of being promoters of the economic, social, cultural and political development of his citizens, it is in this respect, that the cadastre must be perceived as a tool to optimize the municipal management through the valuable amount of information that can be handled in benefit of the planning and municipal management The present work of investigation show the current problems of the cadastre in Peru and to present a model of a multi purpose cadastre that answers with the ends of the municipal management promoting the development of the country.
