The implementation of best practice occupational health and safety from world-class mining companies in metal and mining expansion projects has greatly reduced the occurrence of accidents with lost time; these best practices are based on the principles of visible leadership, commitment, operational discipline, timely response, courage to lead the change, recognition, motivation and zero tolerance for safety and health deviations within projects. For this thesis, two projects for metal and mining expansion projects were selected which were executed at similar investment levels (US$ 500 million), as well as similar execution times (36 months or 6 semesters); the first expansion project named East 3-ODS (Ore Delivery System) implemented within the Empresa Minera Escondida Ltda., in Antofagasta-Chile (between 2003 and 2005), and the second one named Expansion 16K MOA implemented within the Empresa Moa Nickel S.A. in Moa-Cuba (between 2005 and 2007). In both projects, a Safety Management and Occupational Health System was implemented based on OSHAS 18001 requirements, but in the second project the best practice occupational health and safety from the world-class mining companies were additionally implemented. These best practice of occupational health and safety were also implemented in a mega- project to expand an aluminum refinery in northeastern Brazil (Alumar Expansion Project), with an investment level of over US$ 2,500 million and 48 months, where only occurred two accidents with lost time in more than 40 million man-hours worked (between 2004 and 2008) and achieved a milestone of 20 million man-hours worked without lost-time accidents. To date there is an opportunity to improve our knowledge and skills in the management of occupational risk for the metal and mining expansion projects of major investments that are developing in our country and that will develop in the short and medium term, like the Antamina expansion, Marcona, Cajamarquilla zinc refinery, Lagunas Norte, Cerro Verde, Ilo smelter and refinery, Cuajone, as well as Siderperu y Aceros Arequipa plant, respectively. This paper aims to share best practices of world class mining companies with proven success in significantly reducing lost-time accidents as well as to know the strategies for implementation in our country.
