In this thesis, an analysis of various aspects of the current state of urban transport system of Lima Metropolitana and Callao, resulting in a diagnosis of the problem, which arises from the need for greater functionality of mobility versus urban growth, taking into account the parameters of demand and supply, which is a variety of interference between the various entities involved in transportation, transit and road infrastructure, concluding that there is an overlap of functions in the field skills not only in technical and administrative, but in the jurisdictional. This evaluation makes it necessary to incorporate a proposal for a Business Management System for Urban Metropolitan Transportation Authority, seeking sustainable development at local, regional and interregional levels. To establish and measure the scope that should be the Metropolitan Transportation Authority, it is necessary to investigate and show the general aspects of the Lima region, taking into account the preponderance of Metropolitan Lima has, for the concentration of economic, social, cultural and political-administrative. This will determine its jurisdiction, its functions, which budgets should provide for development and autonomy. There are many isolated initiatives, including strengthening transportation-related entities, creating directories and metropolitan projects, but that address certain aspects that help to improve some sectors, but without planning, coordination and integration, some specific successful proposals, but not solve the problem holistically. However, “Transportation Authority“, such as the Urban Transport managers are not empowered, therefore, are unable to meet the expectations of attention to the requirements which are innumerable, for its range of functions and jurisdiction. Currently the regulatory framework allows for the Metropolitan Transportation Authority, which must be granted by the Bill so you can have the importance and autonomy required, but more importantly for its effective development is to respect the jurisdiction and control, because it is necessary to recover the principle of authority with respect to better management of authorizations and licenses granted to operators and users. The establishment of the management of a single authority, namely the Metropolitan Transportation Authority for the region of Lima, Callao and Lima Provinces (AMT), determined to establish a voluntary inter-administrative consortium, which may adhere to all holders of public administrations urban transport, individually or through groups or organizations that represent them, falling under the area formed by the three regions of the department of Lima, i.e. Region Metropolitan Lima and Callao Region Lima Region Province.
