Resumen: En nuestro país como en todos los países subdesarrollados no se cuenta con información actualizada relacionado con el desarrollo de la ciencia y las aplicaciones tecnológicas, por ello la presente investigación ha sido ejecutado teniendo como objetivo, presentar una herramienta dinámica denominado “Metodología para el desarrollo de Indicadores de Ciencia, Tecnología e Innovación Tecnológica, que facilite sistematizar y procesar la investigación estadística, y poner ha disposición de la comunidad científica y tecnológica, el estado, las empresas y del público en general, información sistematizada y consistenciada sobre Indicadores de Ciencia, tecnología e innovación tecnológica, base para la toma de decisiones de inversión entre otras.
Esta Metodología tiene como objetivo principal, hacer conocer los principios básicos y generales utilizados tanto en el Planeamiento y Ejecución de la Encuestas de Ciencia, Tecnología e Innovación Tecnológica en los Sectores: Empresas, Universidades e Instituciones de Ciencia y Tecnología, así como en la validación y procesamiento de la información relevada y del análisis y construcción de los Indicadores propiamente dichos.
Este trabajo ha sido posible concluir, como una experiencia profesional desarrollada en el CONCYTEC desde julio de 1992 hasta Agosto del 2001 cumpliendo diferentes cargos directivos y de carácter técnico tales como Asesor de la Presidencia, Jefe de la Oficina de Planificación, Director de Indicadores de Ciencia y Tecnología, Director General de Investigaciones, además responsable de las actividades, Relación Empresa – Universidad desarrollando encuentros empresariales en las universidades de la Molina (Hagamos Negocio en la Molina), Pontificia Universidad Católica del Perú (Hablemos de Negocio en la Católica), Universidad del Pacifico (Hablemos de negocio), Universidad Nacional de Arequipa ( Hablemos de negocios en al UNSA), Universidad Nacional de Iquitos (Hablemos de Negocio en la UNAP), Universidad Nacional San Abad del Cusco (Oferta tecnológica), también como facilitador para la generación de Incubadoras de Empresas de base tecnología en las universidades, y como responsable de la realización de diferentes eventos nacionales e internacionales destinados a construir los indicadores de Ciencia, Tecnología e Innovación Tecnológica, participando en un stage en el Instituto Nacional de Estadística de España INE, en la cual se realizó la consistencia de las encuestas para la captura de la data de los indicadores de ciencia y tecnología e innovación tecnológica, así como haber participado en diferentes eventos Internacionales sobre el tema en cuestión en Méjico, Ecuador (expositor).
Por otro lado cabe destacar, la realización de 6 seminarios talleres entre julio del 1998 a Diciembre del 2000 en los cuales participaron los jefes de la oficinas de planificación, los Directores de Investigación, de la universidades a nivel nacional, los jefes de las oficinas de estadistas de los sectores productivos (pesquería, industria, Agricultura Comercio, etc) así como los responsables de los departamentos de I+D de las empresas por sectores productivos, a ello se podrá agregar la capacitación relacionada con la captura de la data en el sector pesquería desarrollado a nivel nacional y con la participación directa de la Oficina de Estadística de entonces Ministerio de Pesquería, actividades relacionadas con el desarrollo de la estructura de metodología del presente trabajo, así como se culminó con la presentación del documento Indicadores de Ciencia ,Tecnología e Innovación Tecnológica.
In our country, such as in other developing countries, the availability of updated information on science development and technological applications is minimal. This is one of the reasons why the present/display a dynamic tool denominated: “Methodology for the development of Indicators of Science, Technology, and Technological Innovation“. This will facilitate the systemization and processing for statistical investigation. This will also help to disseminate the information in disposition for the scientific and technological community, the government, various companies needing this information, and the general public. This information systemized and revised on Indicators of Science, Technology and Technological Innovation will be the basis for the ultimate decision for investment in Technological Innovation among others. This methodology and its primary target is to make known the basic and general principals that would be used in the Planning and Execution of the Survey's of Science, technology and Technological Innovation in the following sectors: Universities, Companies, Institutions of Science and Technology, as well as in Validating and releasing information processing and the analysis and construction of the Indicators themselves. This work and its conclusion, help a developing professional experience in the CONCYTEC from July, 1992 through August, 2001 fulfilling varying position directive and of technical nature and character such as Advisor of the Presidency, Head of the Office of Planning, Director of Indicators of Science and Technology, Chief of Directorate of Investigations. In addition I was responsible to organize the activities in relation to forming networks “Enterprises-Universities“. We organized enterprise encounters in the universities of Peru such as: Universities of the Molina ( “Make business in the Molina“), Pontifical Catholic University of Peru (“Speak of business in the Catholic“), University of the Pacific (“Speak of Business“), National University of Arequipa (“Speak of business in the UNSA“), National University and University of Iquitos(“ Speak of Business in the UNAP“), National University San Abad of the Cusco (“The technological supply'). In addition I was facilitator in generating of technology basis enterprises in the universities, and the person in charge to accomplish different National and International events destined to construct the Indicators of Science, Technology and Technological Innovation, participating in stage in the National Institute of Statistics of Spain, INE, in which the consistency of surveys was conducted to capture the data of the indicators of Science and Technology, and Technological Innovation. I also participated as Speaker at many International events on the subject at Issue in Mexico and Ecuador. The accomplishment of 6 seminaries between July 1998 through December, 2000 in that I participated with the Heads of the Planning Offices, the Directors of Investigation from the Universities and the national level, the Heads of the Offices of Statesmen of the productive sectors, (Fishing, Industry, Agriculture, Commerce, etc) as well as the heads of Department of Research and Development (RyD) of the companies by productive sectors. In addition, the Office of Statistic of the Ministry of Fishing participated in the training and coaching related to the data collection of the fishing sector on a National level. In conclusion, the activities stated above were directly related to the development of this methodology structure, which can be utilized in the present work, the document: “Indicators of Science, Technology, and Technological Innovation“.
