In this work an analysis appears to determine the break even point between the associated costs the operation and the operation risks of increasing the capacity in the connections of transmission of the Electrical Interconnected National System (SEIN), this analysis can be useful for the decision making in the operative planning of the electrical transmission. The subject arises in the necessity to raise proposals of solution to the problem of overloads of the main connections of transmission of the SEIN, that up today appears in normal conditions of operation due to the growth of the demand and the lack of transmission planning and generation. On the matter, the effective regulatory frame establishes that the operation of the SEIN is due to realise diminishing the costs and maximizing the security. In order to achieve this objective, it is required, to identify a break even point between the cost and the risk of the operation. In this work, the determination of the break even point, was realised by means of an analysis of decision making under uncertainties, based on the Trade-Off/Risk method (Commitment/Risk) [1]. This method helps to identify which is the commitment between the saving of operative costs and/or the payment of the society that it involves to increase the capacity of transmission and the risk in the operation itself. The analysis of the risk of the operation was realised by means of simulations of transitory stability and stability of frequency in disconnections of the main connection for different increases in the capacity of energy transfer and different scenes of demand and hydrology, in order to obtain the energy nonprovided awaited (ENS). The economic analysis of the operation, was realised by means of office simulations in a medium term fram (horizon of a year) for different increases of capacity of energy transfer and different sceneries, in order to obtain the cost of the operation and the payment of the society. Of the application to the SEIN, it was determined that the break even point between the cost of the operation and the risk of increasing the capacity of transmission of the connection from the Mantaro - Socabaya of 220 kV for year 2009 is of 340 MW, in the operation of Center towards the South, which is superior at the transference level that is used at present (280 MW). Consequently, the exposition conducted in this thesis would constitute a solution of short term to the problems of overloads of lines of communication, until robust solutions of long term are implemented.
