Currently, there are 2.2 billion visually impaired individuals in the world. Of this number, there are 1 billion with visual impairment that could have been avoided or have not yet been treated. Moreover, nationally there are 801,185 people with this disability. This suggests that it is required to implement a mobile application for the reinforcement between the interaction of the visually impaired person with the mobile device and eliminate the limitations or obstacles that these people face by not being able to use their device normally. Therefore, the thesis was developed on the implementation of a mobile application, according to the MOBILE-D methodology and used the mobile programming language in JAVASCRIPT, based on the open source Framework REACT NATIVE. At the end, it was obtained as a result that visually impaired people interact more with their mobile device and it is easier for them to use the functions of the mobile application, such as the control of making calls, sending messages and accessing contacts, alarms and notes by voice command.
