On March 11, 2020, the World Health Organization (WHO) issued a Pandemic Declaration due to the high contagion in more than 100 countries due to the SARS COV2 or COVID-19 virus, which caused and causes the death of millions of people in the world. In Peru, Supreme Decree No. 008-2020-SA was issued, which declares a Sanitary Emergency at the national level for a period of ninety (90) calendar days and dictates measures for the prevention and control of COVID-19, the same as was periodically extended By Supreme Decree No. 044-2020-PCM of March 15, 2020, the State of National Emergency was declared due to the serious circumstances that affect the life of the Nation as a result of the COVID-19 outbreak, even declaring a curfew , which has been periodically extended. The Pandemic in Peru caused more than two hundred thousand deaths until December 2021, of all ages, the purpose of this research is to evaluate and propose a fast, effective, economical and valid way, so that vulnerable families, or orphaned heirs, who have lost a head of the family (father, mother or both), can access their right to inherit, through the procedure and recognition of the INTESTED SUCCESSION in an administrative procedural route, which would be carried out at the Municipal headquarters, for which, the officials and servants of the council, must evaluate the claim and conclude with the issuance of the Act of Intestate Succession in Municipal Headquarters (SISM), the same, which must be sent to the Public Registry Offices of the locality and registered in the Registries of Intestate Succession and the Registries where the Decedent has property or rights registered, indicating the transfer of property, this Municipal competence being only applicable to cases of death. due to the pandemic caused by the SARS virus - COV2 or COVID-19, which have occurred since the beginning of the Pandemic established by the legal norm that declared the state of Sanitary Emergency and Emergency at the National Level. For the present investigation we have located ourselves in the district of Villa El Salvador, which is a thriving district with a population close to four undred and fifty thousand (450,000) inhabitants, during the pandemic, specifically in the year 2021, it has suffered the loss of three one thousand five hundred and seventy-nine people (3,579) (Source https://www.minsa.gob.pe/reunis/), of which three hundred and sixty-six (366) are citizens who were affiliated with the Comprehensive Health Insurance , that is, the state health system, which is generally free and is accessed by citizens who do not have a job or formal income, or are in a condition of poverty or extreme poverty, and this should be group of people or citizens, who should preferentially access the SISM (Intestate Secession at Municipal Headquarters), being part of the investigation, a project of legal regulations, which allows managing the Intestate Succession at Municipal Headquarters, in addition to those already in force that are formalized in the Notarial Headquarters and the Judicial Headquarters.
