Abstract: El presente trabajo de investigación lleva por título: Cultura tributaria como instrumento para combatir la evasión tributaria. En su desarrollo se revisó 30 investigaciones de las cuales se eligieron 25 estudios por cumplir con los criterios requeridos para considerarlo como aporte a la investigación. En este estudio se identificó dos categorías, la primera relacionada con la cultura tributaria, la cual se sustenta en tres aspectos como son los valores, el comportamiento y la actitud, además de la confianza que el contribuyente debe tener en el aparato estatal. Por otro lado, se encuentra la evasión tributaria, la cual es un problema generalizado a nivel nacional y que se han refrendado en las cifras monetarias demostradas por las instituciones oficiales como Sunat. En tal sentido, como conclusión al estudio se ha identificado como característica de la cultura tributaria la existencia de valores, comportamiento y actitudes que difieren de lo que espera el Estado de los contribuyentes, las cuales son adversas para los propósitos del Estado, lo que ocasiona una cultura de incumplimiento de sus obligaciones, por otro lado, se encuentra las deficiencias del aparato estatal tributario que no alcanza a cubrir sus funciones de fiscalización, producto de ello, la recaudación es deficiente saliendo perjudicado de esta manera ambos, es decir el contribuyente al verse expuesto a una sanción tributaria y el Estado al no poder cumplir con su rol como protector y benefactor de la población con los servicios públicos que debe brindar.
his research work is entitled: Tax culture as an instrument to combat tax evasion. In its development, 30 investigations were reviewed, of which 25 studies were chosen because they met the criteria required to consider it as a contribution to the investigation. In this study, two categories were identified, the first related to the tax culture, which is based on three aspects such as values, behavior and attitude, in addition to the trust that the taxpayer should have in the state apparatus. On the other hand, there is tax evasion, which is a widespread problem at the national level and has been endorsed in the monetary figures shown by official institutions such as Sunat. In this sense, as a conclusion to the study, the existence of values, behavior and attitudes that differ from what the State expects from taxpayers has been identified as a characteristic of the tax culture, which are adverse for the purposes of the State, which causes a culture of non-compliance with its obligations, on the other hand, there are the deficiencies of the tax state apparatus that does not cover its control functions, as a result of which, the collection is deficient, leaving both harmed in this way, that is, the taxpayer at the being exposed to a tax sanction and the State not being able to fulfill its role as protector and benefactor of the population with the public services it must provide.
