This research aims to design a program to improve property tax collection as technical, legal guidelines and diagnostic results in the Provincial Municipality Mariscal Nieto, Moquegua district - 2015. The methodology for the diagnosis comprises four dimensions: analysis of the structure and characteristics of the roll from property taxpayers. Determining the property tax collection. Identification and analysis of perception from property taxpayers regarding property tax management; and the identification and analysis of the perception of workers in the management of Tax Administration, for the collection of property tax. The results indicate that urban land is outdated in terms of the number of properties registered by the INEI, commercial and land owners to allow a proper tax calculation prices, property tax collection is low despite the 2-3 campaigns / annual tax amnesties that condone interests, blackberries and other payments that are made at regular intervals are declining, the perception of taxpayers is unsatisfactory in terms of the care provided, limited information, collected using public resources and policies employed . In addition, workers themselves acknowledge shortcomings in the management, from the attention to the adopted public policies that weaken the tax culture of the population. The conclusion reached is that the collection of property tax in the municipality is low and unfair public policies for inadequate and unreasonable. The proposal is structured in Program Improvement property tax collection that meets technical, legal and diagnostic results in MPMN, Moquegua district guidelines.
