The Metropolitan Investment Fund (INVERMET) plays a crucial role in the execution of public works that directly impact urban development and the quality of life of the citizens of Metropolitan Lima. In this context, it is vital to understand the internal and external factors that influence your activities. The objective of this work is to offer a vision of these factors, as well as the organizational structure and activities developed by INVERMET, in order to identify and analyze the most relevant problems facing the entity. Among the challenges identified, the paralysis of public works emerges as the most critical problem. Through the use of various diagnostic tools, it has been determined that the root of this situation lies in deficiencies in the preparation of technical files, which are mainly due to a lack of verification and quality controls. To mitigate this problem, three alternative solutions have been proposed, highlighting the implementation of an internal procedure for control and verification of the quality of technical files as the most viable option. The final objective is for INVERMET to execute its budget efficiently, improving the quality of technical files and reducing work stoppages. This will allow us to meet budget goals, optimize resources and strengthen transparent management for sustainable metropolitan development.
