Abstract: La presente investigación tuvo como objetivo principal describir y analizar las relaciones entre
los indicadores de ideología política, la percepción del sistema normativo, las creencias y
actitudes sobre las normas propuestas durante la Emergencia Nacional por la COVID-19, las
razones de incumplimiento, la percepción de efectividad y la transgresión de estas normas. La
muestra estuvo compuesta por 126 participantes, cuyas edades se encontraban entre 18 y 65
años. El 73% residía en Lima y el 27% en otras regiones del Perú. En cuanto a los resultados,
el análisis de senderos mostró que la transgresión de las normas durante la Emergencia
Nacional por la COVID-19 se fundamenta en el componente ideológico de orientación a la
dominancia social y en elementos de la percepción de un sistema normativo fallido. Además,
este escenario introduce el factor de necesidad, que es fundamental para comprender de manera
integral la transgresión. El agravamiento de las brechas sociales existentes y la incapacidad de
cubrir las necesidades básicas de un gran sector de la población ha provocado que para muchos
ciudadanos sea imposible cumplir las normas. Adicionalmente, se encontraron diferencias en
función del nivel educativo, nivel socioeconómico, ocupación y aspectos relacionados al
contacto con la COVID-19 en las variables creencias y actitudes sobre las normas propuestas
en este contexto, razones de incumplimiento y la transgresión de las mismas.
The main objective of this study was to describe and analyze the relationships between the indicators of political ideology, the perception of the normative system, the beliefs and attitudes about the norms proposed during the National Emergency by COVID-19, the reasons for noncompliance, the perception of effectiveness and the transgression of these norms. The sample consisted of 126 participants, whose ages were between 18 and 65 years. 73% resided in Lima and 23% in other regions of Peru. Regarding the results, the path analysis showed that norm transgression during the National Emergency due to COVID-19 is based on the ideological component of social dominance orientation and on elements of the perception of a failed normative system. In addition, this scenario introduces the factor of need, which is essential to understand the transgression in a comprehensive manner. The worsening of existing social gaps and the inability to meet the basic needs of a large sector of the population has made it impossible for many citizens to comply with the rules. Additionally, differences were found based on educational level, socioeconomic level, occupation and aspects related to contact with COVID-19 in the indicators of beliefs and attitudes about the proposed norms in this context, reasons for non-compliance and norm transgression.
