The “Sistema Metropolitano de la Solidaridad”-SISOL is a network of first-level healthcare facilities belonging to the Metropolitan Municipality of Lima. It is characterized by having a self-financed organizational model with the capacity to attract private investment to provide healthcare services in accordance with the standards required by the healthcare sector authority. SISOL is funded through out-of-pocket expenses by its users and, as it does not depend on public funds, it must ensure efficient budget execution, meaning that financing is used to develop activities aligned with its strategic objectives. However, over the past three years, its Return on Equity (ROE) has declined from 45.86% in 2019 to 5.91% in the years 2020, 2021, and 2022, despite a 12% increase in revenue compared to 2019 and a 27% increase in costs in 2022 compared to 2019. In this regard, this consultancy selects the SISOL Lince headquarters with the purpose of proposing the implementation of the Management Control System according to the methodology outlined by Kaplan and Norton (1996), optimizing the procurement process of goods, and following the process maturity model of Hammer (2007), as well as the digital transformation of its procurement management processes in accordance with the “Digital Government Plan of the Metropolitan Solidarity System-SISOL 2023-2024,“ approved by General Management Resolution No. 175-20222-GG-SISOL-MML. The consulting investment, valued at 115.5 thousand soles, is deemed viable. This is supported by the projection of an Internal Rate of Return of 101.5% and a Net Present Value of 1, 141,630.21 soles over five years specifically for the SISOL Lince headquarters.
