Peru has made important efforts to promote the emergence, growth and development of startups. However, the quality and quantity of Peruvian startups is behind neighboring countries such as Chile and Colombia, whose entrepreneurial ecosystems are more favorable. Research on such ecosystems has not reached a consensus on the relationships between the factors and actors driving the growth and development of startups, as it is a complex, recent and insufficiently addressed phenomenon, especially in emerging economies such as Peru. In addition, given their heterogeneity and specificity, it is necessary to study them particularly. In order to identify the gaps that hinder the growth of startups, we explore the relationships between the facilitators and inhibitors of the growth and development of startups, and the performance of the actors of the entrepreneurship ecosystem in Lima. For this, an exploratory study of a quantitative explanatory nature validated by a modeling of structural structures based on the variances or partial least squares (PLS-SEM) was carried out. The results in the higher order structural model showed only the facilitating factor, with a positive and statistically significant influence on the performance of the ecosystem actors. The importance-performance analysis of social facilitators showed high importance but low level of performance, which is why they must be intervened to improve their impact.
