This research aims to verify that the process of dialogue between the Ministry of Education (Minedu) and the National Executive Committee (CEN) of the Unitary Union of Education Workers of Peru (SUTEP) prevented teachers' conflicts during 2015 and 2016. Using a qualitative methodology, in-depth interviews were conducted with senior officials of the Ministry of Education and national leaders of SUTEP, as well as a documentary review. The most relevant conclusions allow us to characterise the teachers' conflict as highly vindictive and deeply political, in terms of the dispute for the hegemony of the teachers' movement; with a state perspective and action that almost always excludes the teachers' union. In terms of dialogue processes, with actors participating in dissimilar conditions, paradoxically with insufficient state (political) capacity for civil servants and in better conditions for union delegates, but with similarities when we refer to their designation and the way they organise their previous work. Finally, the study concludes by assessing the importance of informal dialogue and finding that the parties consider dialogue in general to be positive. While the dialogue process did not prevent all teacher conflicts, it did prevent their escalation or crisis.
