This paper addresses the conditions for the provision of public potable water and sanitation services in urban areas. Although public services are provided in accordance with the principle of equal access, the Framework Law for the Management and Provision of Sanitation Services establishes a differentiation between urban and rural areas. Thus, in the rural area, it is the Community Organizations that are in charge of providing this service, as opposed to the urban area, in which the service is provided by the Sanitation Service Providers. The differentiation between the two areas has repercussions on the quality, continuity, and accessibility of the service, since in rural areas, the processes of connection requests, water treatment, collection of fees, among others, are carried out by the community organizations, which do not have adequate technical or economic resources to carry out their functions. Therefore, this paper will analyze the legal framework of the sector, the current situation of service provision in rural areas, the functions of community organizations and proposals for improvement in service provision, in order to contribute to the reduction of access gaps.
