This research work seeks to identify and qualitatively evaluate the factors that facilitate and / or hinder the implementation of the National Tambos Program (PNT) in the Pisuquia district of the department of Amazonas, examining the improvement of the quality of the services provided, interculturality and citizen participation in the planning and execution of the services offered by the institutions involved in the implementation of the PNT, and how the key concepts of interculturality and the right to quality services, empowerment and social inclusion of the extremely poor rural population are met, as well as citizen participation and quality services. The present investigation was carried out with the mixed methodological approach between qualitative and quantitative methodology. It was carried out in the area of intervention of the Tambo Alto Peru of the department of Amazonas, and a total of 32 people were interviewed, including mothers and fathers, local authorities and professionals of the institutions that provide services in the Tambos, as well as 8 people in a focus group. Likewise, we worked with the population satisfaction surveys, and reports of the care provided by the PNT in the period from January to May 2017. It was found that those social programs and projects or institutions that have permanent personnel by sector or area of influence and have the support of local governments through their areas of social development, improve the implementation of the Tambos National Program, while when a institution that provides its services through the PNT, does not find another public or private institution that receives and replicates its actions, the implementation of the Program is difficult. The knowledge generated aims to promote initiatives, actions and policies that improve the well-being and quality of life of the dispersed rural and rural population, and promote citizen participation for coordination with public and private institutions involved in the Amazon region
