This research studies the adaptation of the national program AURORA to the context of COVID-19. In the current context, it is extremely necessary to investigate the effectiveness and adaptation of public policies to emergency contexts, especially to improve the experiences of users who depend on them. This thesis proposes that adaptation of the national program AURORA to COVID-19 was effective due to the influence of street bureaucrats, the influence of intermediate bureaucrats and the influence of adaptive capacity based on past experiences. About street bureaucrats, it is stated that it is capacity and knowledge, their bureaucratic culture and commitment; and the coping mechanisms used that positively influence adaptation. Regarding intermediate bureaucrats, it is suggested that it is their ability to coordinate with superiors, the communication and information mechanisms that are adopted between levels; and the design of the strategy of adaptation which is essential for an effective adaptation. Regarding the influence of past adaptation experiences, it is suggested that the learning that they have acquired based on other adaptations is a central component to achieve effective adaptation to COVID -19. The main conclusion of this research is that to achieve the components of the adaptation of public programs in emergency contexts, the convergence of the series of factors presented is necessary, but above all the human component is necessary, with emphasis on the commitment and bureaucratic culture.
