The objective of this document “Factors that affect the construction of links between the School and the Community on the subject of Environmental Education in the“ Callao “School of the Bellavista district in 2015“, is to identify and analyze the factors that influence the construction of links between the school and the neighborhood on the subject of environmental education. Within the framework of the National Policy on Environmental Education, which is implemented in schools with the aim of training citizens with environmental awareness, in order to involve them in actions to mitigate environmental pollution problems in common spaces with other members and institutions of its environment. In the “Callao” school, it is evident that the application of the environmental approach in basic education has been executed from a Natural Sciences perspective, without considering the perspective of the social sciences and other disciplines that can contribute to achieving the objectives of the guidelines of the National Environmental Education Policy, such as “Promote the mainstreaming of environmental education, articulated with educational projects and local, regional and national development.“ (MINEDU 2012: 23). In this sense, the activities that are programmed in the school on Environmental Education are limited, inasmuch as they are not framed according to the National Policy on Environmental Education, which mentions that this approach is applied in a transversal way to all subjects of school training. According to the study carried out at the “Callao” School, it is evident that the majority of the members of the school community and the residents of the neighborhood consider that the environmental management of common spaces (streets and parks) does not require joint work to their transformation, but they think that the environmental management of the neighborhood is part of the work of decoration and cleaning that the municipality must carry out. The National Policy for Environmental Education seeks to form environmental citizenship in students, who will transfer their knowledge to members of the neighborhood with new habits that allow minimizing the environmental problem, however, it should be noted that the central problem of the Bellavista district is Citizen insecurity, a factor that hinders the incorporation of other members of the school community and the neighborhood in environmental education activities.
