This innovation project proposes a change in the way in which the bid admission phase is currently being developed in public procurement procedures in Peru, because after reviewing and analyzing the evidence that supports this project was determinated that the problem detected in that phase is main caused by the irregularity of the acts of the selection committees. In this context, the innovation challenge translates into the next question: How can we reduce the irregular actions of selection committees at the bid admission phase to improve and make them more transparent, impartial and efficient public procurement procedures in Peru? About the innovation prototype it is a new functionality that would be developed within the Electronic System of State Procurement – SEACE, so that it is the same state provider who records the information that is currently requested to declare in the annexes of mandatory presentation in electronic forms that maintain the character of affidavit, and that being linked by interoperability to internal and external information sources, the provider is alerted when the information that is being declared is not related to that which was registered in the aforementioned databases., which was validated by a series of specialists, in order to verify its desire, feasibility and viability.
