This current research is on citizen participation in the Virtual Legislative Forums of Congress; which were established to collect citizen opinions and proposals during the process of drafting laws that correspond to the aforementioned Congress. In that case, we take as a reference, the participation of citizens around the proposed law for the withdrawal of funds from the AFP Private Pension System as it relates to the COVID-19 pandemic. The thesis we present is a Case Study carried out based on qualitative research and takes into account three central actors: a) Citizens who participated in the Virtual Legislative Forum, b) Workers of the Citizen Participation Office of Congress who received citizen opinions and proposals, and c) The members of the Economy Commission who carried out the technical study and prepared the preliminary opinion that they took to the plenary session of Congress for the promulgation of the law. This current thesis has 6 chapters; the first one makes known the approach of the problem and the basis of citizen participation. Chapter II presents the theoretical framework of Human Development, the theory of the Government, its citizenship, its interculturality and gender approaches. Chapter III reveals the methodology that was followed to carry out this research; chapter IV presents the analysis based on the interviews conducted with the most representative participants. The information from these interviews was categorized according to the defined variables. In the end, we send the conclusions and recommendations with proposals for improvement. The results pointed to the need to deepen and encourage citizen participation in Government affairs as a way to guarantee democracy, legitimacy and governance. The need to disseminate the existence of this Forum and to modernize it to make it easier to access was also shown. Another result has to do with the need for specialized workers to remain in the Citizen Participation office. One of the limitations of this office is that they do not optimize the opinions and suggestions that citizens send in to the Forum, due to their professional training and excessive workload. One of the most important recommendations to encourage citizen participation is the need for the different social actors and levels of Congress to work in an articulated manner. On the other hand, the members of the Thematic Commissions, which are chaired mostly by members of the Congress, sometimes do not have validated proposals and substantiated studies. Chapter V presents the following conclusions: a) The Citizen Participation Department does not process well the opinions and suggestions that citizens send to the Forum, due to the fact that those in charge do not have the professional profile to assume these tasks; and, also due to work overload and continual staff changes. b) The members of the Economy Committee chaired by congressmen, generally do not incorporate the citizens opinions and proposals. Some recommendations presented by the thesis are: a) The need to promote citizen participation in State affairs to guarantee democracy, legitimacy and governance. b) The need to publicize the existence of this Forum and its modernization it so that it is more easily accessible. c) The permanence of specialized workers in the Citizen Participation Department. d) Disseminate information to encourage citizen participation. The Improvement Proposal proposes establishing permanent coordination spaces between the Citizen Participation Area, the Committees where bills are debated, and the communication and dissemination areas. Another proposal for improvement is to reformulate the Application Manual for the Presentation and Evaluation of Bills so that citizen participation is binding and mandatory and has procedures subject to evaluation and with defined indicators.
