Market evidence is used to evaluate the market power in the provision of port services for the wharfage, transfer, handling and storage of imported cereals through the Port Terminal of Matarani (TPM) during the period January 2000 - February 2022. Under the methodological approach of the natural experiment or shock analysis, the comparison test of intercepts and slopes is applied using Ordinary Least Squares (OLS) technique corrected for robust errors consistent with heteroskedasticity and autocorrelation, and supplemented by dynamic OLS, fully modified OLS, and canonical correlation regression. We found that, after the implementation of the new Grain Unloading System in the Multipurpose North Terminal of the Callao Port Terminal that occurred on February 22, 2016, the demand for port services in the TPM did not decrease nor did it change its historical trend because the imported cereals are destined for companies located in the same geographical area of the TPM, and it is concluded that both port terminals are not substitutes, that is, they do not belong to the same relevant market. For that reason, the relevant geographic market must be limited to the TPM because its clients do not have alternative sources of supply, corresponding to the conclusion that there is significant market power. Therefore, the policy recommendation is to continue applying the tariff regulation for the wharfage and grain storage services and implement it for the transfer and handling of cereals in the TPM.
