Visual disability is the second type of disability with the highest incidence, after physical disability. In Lima city there are 335 113 people with visual disabilities (INEI 2014: 182), however, in this city there are only three public libraries providing accessible information services for people with visual disabilities. The Room for Blind Delfina Otero Villarán of the Great Public Library of Lima is the one that receives the largest number of users. The principal objective of this research is to know the operation of the Blind Room Delfina Otero Villarán and identify the factors that explain its convocation success. For this purpose, we work under the modality of case study and under a qualitative methodology that seeks to know in depth and empathically the motives of the actors analyzed. As required by the chosen methodology, we work with the following tools: semi-structured interviews, field notebook, resulting from three months of participant observation and documentary review. The research findings reveal that the success factors that explain the high convocation of The Room for Blind Delfina Otero Villarán are: a) the Room for Blind Delfina Otero Villarán fills the gap existing information services for people with visual disabilities, b) the Room for Blind Delfina Otero Villarán provides quality services maximizing resources, c) beyond information: it is a space of socialization and fellowship.
