The interest in studying this issue is due to the large deficits in school performance in the Peruvian educational system, despite the fact that various policies have been implemented, the expected results have not yet been achieved. This research evaluates the efficiency of public spending of the Educational Achievement Learning Program (PELA), at the departmental level, for students in the 4th grade of primary school, in 2018. Likewise, it is hypothesized that those departments that execute the higher percentage of your budget in PELA will obtain the best results in ECE tests, since they are the most efficient. However, greater budget execution does not guarantee better results in departments, because there are other factors that influence student performance. The methodology used has two stages; First, to determine efficiency, the DEA (Data Envelopment Analysis) model is used and spending on the program and the student-teacher ratio are used as discretionary variables. After that, the Tobit model is used for the non-discretionary variables in order to determine their effect on efficiency.
