In the last 5 years, public sector organizations have been adopting innovation policies and / or processes in order to seek solutions to the various problems or challenges they face in public management. Different organizations have been implementing spaces that promote innovation, however, in the public sector there are still many problems or opportunities for improvement to promote a culture of innovation. Being the main factors that influence the development of innovations, according to the literature reviewed, political will, financing, leadership in the innovation team, among others. One of these spaces that seeks to promote innovation in the Peruvian public sector is the innovation laboratory - Minedulab, which was founded in 2013 with the aim of making innovations that can finally become educational policies. Thus, this innovation project addresses the problem of productivity and sustainability risk of the innovation laboratory - Minedulab, as evidenced in the number of innovation windows called and innovation projects implemented. During the period 2015 to 2019, it was expected to carry out five (05) innovation windows (01 each year) and implement twenty (20) innovation projects. In reality, in 2015 and 2016, two (02) innovation windows were carried out and nine (09) projects were implemented, generating productivity in the laboratory. However, in the years 2017 to 2019, only one innovation window was carried out (2017) in which 04 winning innovation projects were chosen, implementing only one (01) project. While in the years 2018 and 2019 no innovation window was carried out and no project was implemented. From the application of tools such as the interview and literature review, five (05) causes have been identified that influence the operation of the innovation laboratory, generating sustainability risk and low productivity. These causes are: the political incidence linked to the will, the situation and political instability, the scarce financing, the low participation of the directors of the vice ministries of the Minedu, the weak leadership of the Minedulab team and the low quality of the innovation projects. Five (05) causes have been identified that influence the operation of the innovation laboratory, generating low productivity and a sustainability risk. These causes are: the political incidence linked to the will, situation and political instability, the scarce financing, the low participation of the directions of the vice ministries of the Minedu, lack of positioning and the low quality of the innovation projects. As of the third window, one of the main causes for the winning innovation projects not to have been implemented is the low participation of the departments of Minedu's vice ministries, because they were not interested in the winning projects or they were not they were aligned with the challenges and/or problems faced of the directions. The solution alternative is a new agile innovation process, which allows visualization and access to information throughout the innovation process and begins with a new phase: identification and prioritization of challenges, in which the managers of the vice ministries. The entire new process is accompanied by a computer application called SIME. This solution seeks to solve the problems and/or challenges of the departments of the vice ministries through the implementation of innovation projects, allowing to increase productivity and give sustainability to Minedulab. Regarding the testing carried out on the actors in the process, it has been shown that the final prototype of the 2.0 innovation process will facilitate innovation being institutionalized in the Minedu, since the innovation projects will have the objective of solving the most important challenges of management; therefore, the Offices of the Vice-Ministries will feel committed to its implementation. This will allow the innovation lab to be productive and sustainable. The solution proposal “innovation process 2.0“ is desirable for the actors in the process, because in the test carried out by the researcher Juan Hernández Agramonte he mentioned that “the first step for sustainability is the prioritization of challenges aligned with the interests of the user“. Regarding feasibility, the researcher Juan Hernández stated that: “The more aligned the innovation projects are to the challenges of the vice ministries' directions, the solution proposal is feasible and the innovations are implemented.“ In this line, as the solution proposal incorporates phase 1: Identification and prioritization of challenges of the Vice- Ministry Directorates“ it is necessary that the Minedulab technical team make a proposal to modify the Directive of the current innovation process, which, prior favorable opinion of the organic units involved, will be presented to the Secretariat of Strategic Planning for its corresponding approval. Finally, this project is viable since Minedulab, through innovation projects, seeks to solve the problems and/or challenges of the directions of the Minedu vice ministries who have budgetary resources for the fulfillment of their objectives, with which they can be implemented. said projects. The OSEE may allocate economic resources for the hiring of personnel who are exclusively in charge of preparing said application SIME. The other activities may be assumed by the addresses and offices of the Minedu.
