For decades, universities have promoted student entrepreneurship through business incubators. Evidence shows that this encourages entrepreneurship, innovation, and investment risk analysis. However, few empirical studies analyze the relationship linking management and evaluation to the performance of national-level incubators. In Peru, the historical support of the state to strengthen the entrepreneurial and innovative university ecosystem has been deficient, although it has improved during the 2015-2021 period. This requires knowledge of the strategic management field, the management and evaluation processes of university business incubators in Peru in 2021-2022 and their relationship with performance. Their vision, strategy, objectives, strengths, weaknesses, and obstacles are identified, and a middle-range theory is sought to be constructed from it. The research is qualitative in nature, and its scope is exploratory and explanatory. Using the inductive method, the aim is to explain relationships between management, assessment, and performance in relation to the constructs arising from these two processes. The chosen design is systematic grounded theory in Strauss and Corbin’s version (2012). The unit of analysis is the business incubator of public and private universities in Peru that have received state funds (ProInnóvate). The unit of information is managers, entrepreneurs, and mentors of the selected incubators. Thirty-three semi-structured interviews were conducted with actors from 11 national-level incubators. This research aims to generate relevant information from the field of strategic management for managers and policymakers.
