Abstract: La Municipalidad Distrital de Chavín de Huántar (MDCH) ubicada en la provincia de Huari, región Ancash, es una institución gubernamental de nivel sub-nacional creada el año de 1893 con el objetivo de brindar servicios públicos de calidad a los habitantes de su distrito. De acuerdo al Plan Nacional de Descentralización (PNDR), la MDCH cumple un rol importante en la articulación intergubernamental e interinstitucional para poder canalizar las políticas públicas del Gobierno Central a los habitantes del distrito a través de los Programas Presupuestales, teniendo la ventaja competitiva de contar con el recurso económico del canon minero. El objetivo de la presente consultoría, a partir de las reuniones de trabajo con funcionarios públicos de la MDCH, fue identificar el problema principal de la MDCH, el cual gira entorno a la discontinuidad de los Programas Presupuestales de la MDCH; no permitiéndole cumplir su misión e, incluso, alejándola de su visión institucional. Posterior a la identificación del problema principal, se procedió a analizar las principales causas de este por medio del diagrama de Ishikawa. Se encuentra que la causa raíz de la discontinuidad de los Programas Presupuestales de la MDCH es la débil articulación intergubernamental e interinstitucional. A partir de la identificación de la causa raíz, a través de la técnica de los 5 porqués, se pasó a proponer y ponderar las alternativas de solución, las cuales se incluirán por medio de un plan de implementación propuesto en un diagrama de Gantt, para finalmente evaluar sus impactos en la continuidad de los Programas Presupuestales. Dichas alternativas se solución están agrupadas en 3 grupos: (a) conceptualización de la Articulación Intergubernamental e Intersectorial (AII); (b) realización de mecanismos en favor del refuerzo de la coordinación de la MDCH; e (c) implementación de canales de intermediación con la MDCH
The District Municipality of “Chavín de Huántar“ (DMCH) located in the province of Huari, department of Ancash, is a sub-national government institution, created in 1893 with the objective of providing quality public services to the inhabitants of the district. According to the National Decentralization Plan, the DMCH plays an important role in intergovernmental and inter-institutional articulation making able to channel the public policies of the Central Government to the inhabitants of the district through the Budgetary Programs, having the competitive advantage of having the economic resource of the mining canon. The objective of this consultancy, based on the work meetings with public officials of the DMCH, was to identify the main problem of the DMCH, which revolves around the discontinuity of the Budgetary Programs of the MDCH not allowing it to fulfill its mission, and furthermore distancing it from its institutional vision. After identifying the main problem, the main causes were analyzed using the Ishikawa diagram, finding that the root cause of the discontinuity of the DMCH Budget Programs is the weak intergovernmental and inter-institutional articulation. Starting from the identification of the root cause, through the 5-why technique, the solution alternatives were proposed and weighed, which will be included through an implementation plan proposed in a Gantt chart, to finally to evaluate the impact of the alternative solutions in the continuity of the Budgetary Programs. Such alternative solutions are grouped into three groups: (a) conceptualizing Intergovernmental and Intersectional Articulation (IIA); (b) implementation of mechanisms in favor of increasing the coordination of the MDCH; and (c) implementation of intermediation channels with the MDCH.
