This project has identified as a public problem the high incidence of unauthorized extraction of volumes of wood, within the framework of enabling titles, granted to native communities in the Ucayali region in the years 2016 to September 2018. Four main causes of this problem were identified, choosing as a priority cause the fact that forest use, in the case of native communities, is carried out by third parties, who do not receive sufficient control from the State. Thus, having chosen number 3 as a priority cause, the creation of a National Registry of Forest Operators for Communities (ROC), free and voluntary, managed by the national authority of forest resources (SERFOR) has been proposed as an innovation. In this way, it seeks that companies improve their position in the market by appearing in a national registry as operators of qualifying titles, helping communities make better decisions by being able to consult the Registry; Likewise, allow the State to identify these types of actors that are not usually visible in the wood production chain and, in this way, involve them in the forest harvesting process that is currently focused on the community that is the holder of the enabling title. All of this will contribute to improving forest management and forest care on community lands and, therefore, reducing the high rate of unauthorized timber extractions that are caused by the enabling titles granted to communities.
