The disabled population in Peru —in Callao and Lima provinces, in particular— suffers from severe lack in employment and entrepreneurship opportunities. Official surveys from 2012 point to the fact that, out of the economically active disabled population, only 16.4% is employed and 1.2% is an entrepreneur. Furthermore, out of this same population, only 9% is self-employed and 15.4% has gone through vocational or higher education, indicating widespread issues with employment and education across Peru’s disabled. This picture is exacerbated in poor districts, such as Villa Maria del Triunfo, in Lima, where this applied research is based. This research aims to evaluate local, regional, and national governments’ policies targeted at promoting entrepreneurship among the disabled. The analysis touches on government norms, the financial landscape, corporate and third-party efforts, as well as behaviors displayed by disabled people that may lead to them creating and operating a social enterprise, which grants them an independent source of income. As part of this work, we also ideated around the creation of a new social enterprise with the support of PANSOY, a partner non-governmental organization. Achieving meaningful change and promoting entrepreneurialism among the disabled in Peru will require the active participation of government agencies, socially responsible corporations, as well as the participation of academics that can leverage their strengths and dynamism to influence local governments and corporations that may be interesting in advancing the goals of disabled entrepreneurs in Peru.
