An article intended to identify the problems of the Peruvian immigration system and discover the virtues of the Canadian immigration system. Identify some differences in migration policies of both countries and structural differences as well enables to analyze the possibility of creating an institution in Peru that effectively protects the rights of migrants in an irregular situation. It is in this sense that we are faced with the unfortunate reality that Peru lacks not only an institution to ensure these rights, but also a paradigm shift in the thinking of its inhabitants to understand that diversity brings with it the possibility of growth. economic and that the migratory phenomenon can be used for the benefit of the country. Previously, it is concluded that for this reality to be feasible at the institutional level, it is a requirement that changes can be made in other aspects such as the normative and the political. Giant steps are not possible in the national case and, therefore, it is essential to start with small steps such as reviewing our current immigration policy and making sure that it can comply with international human rights standards. A task that is not impossible, but that will start from a different perspective for those who enter Peru in search of new and/or better opportunities.
