The research proposed to identify the institutional factors that make it difficult for CGBVP to fulfill its role of care given to it by the policy of prevention and efficient care of emergencies and disasters as the conformal body of the National Security System. Citizens, to present a proposal for a solution aimed at optimizing the efficiency and effectiveness of the fire brigade's emergency care. A mixed methodological strategy was followed, taking the company Miraflores N°28 and Santiago Apostol N°134 of the XXIV Departmental Command Lima Sur as a sample study. The heads of the company were interviewed and 100 firefighters and 300 citizens were surveyed, as well as a focus group of 8 firefighters from both UBOs. The results show that, although both companies are in 100% operational capacity of their installations, the number of operating vehicles does not exceed even 50% of the existing ones, and in terms of personal protection equipment only 80% is operational. But at 75% compliance with NFPA rules. More firefighters were trained to deal with fires, gas leaks and vehicle accidents than to deal with product spills and air rescue. Also, gaps in attention by level of expertise, training and training, coupled with other factors such as lack of personnel, machines out of service and, above all, traffic. The perception of firefighters is positive in the usefulness of their work for society and their development as a person, similar to the assessment of citizenship that feels safe to have a fire station in their district; however, they also perceive that they do not receive the proper recognition and that, moreover, they should have greater benefits. In view of this, a proposal was developed that would allow the optimization of the efficiency and effectiveness of the fire brigade in emergency care, as well as the public awareness of its contribution to the care of the emergencies.
