In Peru, sports activity is ruled and supported by the Peruvian Sports Institute (IPD), which, in a decentralized manner, has the Regional Sports Councils (CRD) whose functions include the management of sports and non-sports infrastructure in its region. Consequently, they are responsible for leasing these properties, whether for sporting or non-sporting events. In this context, the high incidence of corruption risk in the sports infrastructure leasing process by the CRDs has been identified as a public concern, due to various control reports from the audit office of the IPD that demonstrate adverse situations in which the commercial aspect would not be prioritized over the sporting one, nor would it comply with the requirements, nor would it be making an adequate use of the infrastructure, and that the resources collected would not be used for institutional purposes. To address this problem, among various identified causes, two of them would have a relevant impact on the public concern, specifically: the high discretion of the CRD presidents and the failure to establish a specific mechanism to carry out adequate supervision. For this, through a qualitative methodology, the innovation proposal called “360º Leasing“ is proposed from the public management approach, which proposes to implement the leasing process through the use of a virtual platform, in addition to an advertising strategy. Those proposals aim, on the one hand, to improve and to make the process transparent and, on the other, to make the population aware of the availability of public infrastructure for carrying out sports and non-sports activities.
