ABSTRACT This thesis ex post facto investigates the changes in the Baggage Division of the Customs and Air Customs Office of Jorge Chávez International Airport. It also seeks to evaluate whether these innovations are part of a process of Modernization of the State, which seeks to make the public sector an efficient and effective entity that provides quality services. To do this, a review of theses, laws, books and rules will let to know about this process. In addition, it will be on field study, through surveys and interviews with officials working in that Division. The study is on four important dimensions of modernization: Process Management, Meritocratic Civil Service, Information Systems, Efficiency and Efficiency in Customs Control. With this, it will be possible to know if it really exists; a clear objective related with what the State arises. It concluded that there is a moderate level of Modernization in the Baggage Division, which is directly reflect in the quality of service provided in terms of facilitation and security. Within the main results in the last five years, there have been important improvements, such as the installation of six scanners, low profiling control, implementation of digital payment systems and a service-focused control. Indeed, it found that these measures did improve the control and experience of travelers and tourists. However, it noted that officials are not so motivated because there is no job security or recognition and development system. On certain occasions, the lack of coordination among the operating groups causes travelers to complain because they receive, in many cases, different information. Therefore, it was possible to conclude that the implementation of a system of training and coordination among all the entities involved in the customs control, represent key factors towards a Modern State.
