Sistema informático para la gestión de incidencias sociales en la Municipalidad Distrital de Florencia de Mora

Abstract

En la actualidad, en Perú muy pocos son los gobiernos locales que cuentan con un sistema informático móvil/web para la sociedad civil, quizás por razones como costo, tiempo y recursos no logran implementar tan importantes servicios móviles ahora que casi todo ser humano a muy temprana edad ya cuenta con un dispositivo móvil. Además, que los gobiernos locales independientemente de su nivel económico y social sufren problemas sociales como secuestros, robos, sicariato, etc. y problemas de tipo ambiental como deterioro de sus pistas, inundaciones, acumulación de basura, etc.

Es por esto que se realizó el presente proyecto informático para la sociedad civil; que en su primera versión tendrá un alcance sólo a la Municipalidad Distrital de Florencia de Mora. Este proyecto implica un despliegue tecnológico tanto en la parte móvil como en la parte web que servirá de comunicación entre el vecino del distrito y su municipalidad. Y se espera que esta comunicación sea de manera efectiva y eficaz que es el objetivo del presente proyecto.

Los actores del presente proyecto –vecino, municipalidad y equipo técnico- deberán de darle el mejor uso al presente aplicativo móvil/web. Cada uno de ellos pondrá lo mejor de sí desde su propia modalidad de uso y porque no, mejorar constantemente los servicios que brinda. En este sentido el aplicativo será un software de bajo acoplamiento ya que no dependerá de otro software para su buen funcionamiento y estará en la capacidad de poder crecer en funcionalidades a medida que aumente las necesidades de la población.

La aplicación móvil/web tendrá inicialmente cobertura sólo en el Distrito de Florencia de Mora, paralelamente se hará una difusión en las otras municipalidades de la Provincia de Trujillo, generando así conciencia en los pobladores para que ellos pongan de su parte para el mejoramiento de sus respectivas localidades.

Si los gobiernos locales buscan mejorar la calidad de vida de sus pobladores, la calidad de su atención en las diversas gestiones propias de la municipalidad, se hace muy necesario contar con este tipo de aplicación móvil/web. El presente proyecto garantiza esta calidad basada en el estudio de mercado y en la experiencia de este tipo de aplicativos en otros distritos especialmente de Lima, donde se encuentran ya implementados generando mayor bienestar para la población.

El propósito general de esta alternativa es favorecer inicialmente el desarrollo tecnológico, social, económico y urbano de la población del Distrito de Florencia de Mora. Además, el presente proyecto busca que el producto sea una herramienta útil, segura, amena e interactiva. Además, que los usuarios se sientan identificados y comprometidos con las diferentes funcionalidades que ofrece como son gestionar alertas, consultar novedades, llamadas de emergencia entre otros. Es por este motivo que el sistema informático para la sociedad civil se proyecta a ser la herramienta que todos los pobladores de una comuna necesitan para poder denunciar y comunicar a sus autoridades locales, hechos que atenten contra las buenas costumbres.

That is why the present computer project was carried out for civil society; which in its first version will have a scope only to the Municipal District of Florence de Mora. This project involves a technological deployment both in the mobile part and in the web part that will serve as communication between the neighbor of the district and its municipality. And this communication is expected to be effective and effective, which is the objective of this project.

The responsables in the present project - neighbor, municipality and technical team - should give the best use to the present mobile / web application. Each one of them will put the best of himself from his own mode of use and why not, constantly improve the services he provides. In this sense the application will be low-coupling software because it will not depend on other software for its smooth operation and will be able to grow in functionality as the needs of the population increase.

The mobile / web application will initially have coverage only in the District of Florence de Mora, in parallel will be made a diffusion in the other municipalities of the Province of Trujillo, thus generating awareness in the settlermen so that they do their part to improve their respective locations.

If local governments search to improve the quality of life of their residents, the quality of their attention in the various management of the municipality, it is very necessary to have this type of mobile / web application. The present project guarantees this quality based on the market study and the experience of this type of applications in other districts especially of Lima, where they are already implemented generating more welfare for the population. The general purpose of this alternative is to initially favor the technological, social, economic and urban development of the population of the District of Florence de Mora. In addition, this project seeks to make the product a useful, safe, entertaining and interactive tool. In addition, users feel identified and committed to the different functionalities offered such as managing alerts, check news, emergency calls and more. It is for this reason that the computer system for civil society is projected to be the tool that all the inhabitants of a commune need to be able to denounce and communicate to their local authorities, facts that violate the good customs.
