The collective negotiation, understood as a mechanism to seek to improve working conditions for workers, it is compared with the development of activities carried out by public sector workers; after which, taking into account its nature, it is concluded that it covers all types of workers . The investigation was carried out by the Faculty of Law and Political Sciences of the Universidad Privada del Norte, whose main objective is to determine the way in which the effects of the repeal of article 4 of Emergency Decree No. 014-2020 affect the law to negotiate remuneration conditions for public servants in Peru. The investigation is of a basic, qualitative and descriptive type; it was carried out through a documentary observation using the methods such as inductive, deductive, dogmatic and hermeneutical have been applied to obtain data and subsequently its interpretation. The results reflect that the nature of the economic conditions or remunerative increases by virtue of the needs of public servants in the country, has the nature of a fundamental right, since it is related to the right to receive an equitable and sufficient remuneration.
