To improve the policy and management of public spending, it is necessary to generate an intelligent execution that contributes to growth and equity; spending based on efficiency in prioritizing the factors that contribute to improving the population's quality of life. All these concepts must go beyond theory so that Public Servants come to understand that the skill with which the budget process is carried out, in all its stages, will lead to the reduction of social gaps such as poverty, education, health, among others. The research is Applied and used information from the INEI transparency portal, as well as the application of a survey to the staff of the Executive Office of Planning and Budget (OEPP). The questionnaire has a Cronbach's Alpha coefficient of α = 0.943, indicating high reliability. The validity was determined through Expert Judgment, with 04 highly qualified professionals who concluded that there is sufficiency and that it can be applied. The study was based on the deductive method, it has a non-experimental design. The results show that the Determining Factors of the Budget Execution of the Executing Unit 002 National Institute of Statistics and Informatics (INEI) are: planning and articulation with the budget system, the processes of production of public goods and services and politics and human resource management.
