Propuesta de implementación de un sistema de gestión de seguridad y salud ocupacional basado en la norma OHSAS 18001:2007 para reducir el índice de accidentes en la empresa Industrial Tubos S.A

Abstract

RESUMEN El presente trabajo de investigación ha sido elaborado con el objetivo de realizar una propuesta de mejora en la empresa Industrial Tubos S.A. para la implementación de un Sistema de Gestión de Seguridad y Salud Ocupacional basado en la Norma OHSAS 18001:2007, con el fin de reducir los 92 accidentes laborales con ausentismo que han ocurrido en el año 2016. El desarrollo de esta investigación inicia con los fundamentos teóricos, donde se describe cada uno de los requisitos que se encuentra establecido en la Norma OHSAS 18001:2007 y que servirán como guía para la implementación del sistema de gestión. Seguidamente se presenta a la empresa objeto del estudio, definiendo su conformación y describiendo cada uno de las operaciones del proceso que conlleva a la obtención del producto terminado. Además; con la finalidad de conocer la situación actual de la empresa en materia de seguridad y salud ocupacional, se realizó el diagnóstico de línea base a través de la hoja de verificación, donde se pudo constatar que el porcentaje de cumplimiento de mantener un sistema de gestión de seguridad y salud ocupacional bajo los requisitos de la Ley 29783 es de 30%. A partir de ese momento se inicia el desarrollo del sistema de gestión de seguridad y salud ocupacional en las diferentes etapas que comprende la Norma OHSAS 18001:2007; entre los que resaltan: La elaboración de la matriz de identificación de peligros, evaluación de riesgos y establecimiento de las medidas de control para cada una de los procesos, la elaboración de los procedimientos de trabajo seguro para cada uno de las máquinas que intervienen en la fabricación de los productos y la aplicación de herramientas de gestión que permiten contribuir a un mejor desempeño de los colaboradores con mayores beneficios y estándares de trabajo. Finalmente se evalúa el costo beneficio que traería consigo la presente propuesta de implementación del sistema de gestión de seguridad y salud ocupacional mediante la reducción de los costos asociados directamente a los accidentes; así mismo se presentan las conclusiones y recomendaciones respectivas.

ABSTRACT The present research work was elaborated with the objective to make a proposal of improvement in the company Industrial Tubos S.A. for the implementation of an Occupational Health and Safety Management System based on OHSAS 18001: 2007, in order to reduce the 92 accidents with absenteeism that occurred in 2016. The development of this research starts with the theoretical foundations, which describes each of the requirements established in OHSAS 18001: 2007 and which will serve as a guide for the implementation of the management system. It is then presented to the company object of the study, defining its conformation and describing each one of the operations of the process that leads to the obtaining of the finished product. Further; in order to know the current situation of the company in the field of occupational health and safety, the baseline diagnosis was made through the verification sheet, where it was verified that the percentage of compliance with maintaining a management system of occupational health and safety under the requirements of Law 29783 is 30%. From that moment the development of the system of management of occupational health and safety in the different stages that includes the OHSAS 18001: 2007 Standard begins; among which they stand out: The elaboration of the matrix of identification of hazards, evaluation of risks and establishment of the control measures for each one of the processes, the elaboration of the procedures of safe work for each one of the machines that take part in the manufacturing of the products and the application of management tools that allow to contribute to a better performance of the collaborators with greater benefits and working standards. Finally, the cost benefit of the present proposal for the implementation of the occupational health and safety management system is evaluated by reducing the costs associated with accidents; also the respective conclusions and recommendations are presented.
