ABSTRACT The objective of this study was to develop an optimization model for the process of issuing certificates of authentication of degrees to improve the quality and service attention on the National Superintendence of Higher University Education (Sunedu). The methodology used was the engineering of methods including the continuous improvement process (Demming cycle) with an experimental design in its quasi-experimental variant. The instruments that were used to gather the necessary information were the direct observation of the observable facts, the survey applied through the questionnaire to the users of the service, the interview under a dynamic of questions and answers with those involved in the process, the review of the databases and the statistical tool SPSS for the analysis of the data. The results showed that with the redesign of processes and the use of technology, it is possible to improve the times, in this case, a reduction of more than 57% in effective time of attention, as for the processes, it was possible to eliminate activities that do not add value, reducing a total of 17 jobs and in terms of social profitability was estimated that 85% corresponds to savings in non-resident users in Metropolitan Lima. Finally, it was concluded that human capital, process redesign, innovation and technology intervene in the process optimization model. KEYWORDS: Process, innovation, human capital, technology.
