The National Strategic Exporter Plan was born as an initiative of MINCETUR in 2002; aims to promote the export of goods and services through the implementation of strategies focused on 6 pillars, established according to the Peruvian economic reality. The pillar of research is: Facilitation of foreign trade; which is key to the growth and promotion of the country's exports, as there are currently regulatory barriers that hinder foreign trade operations between Peru and the rest of the world; Likewise, it has a negative impact on the decision to export from an employer. To assess compliance with this pillar, historical and statistical information related to exports in the various sectors was analyzed in the period 2003 to 2013; which is the time set for the execution of the PENX 2003 - 2013. As a result of the research, it is noted a significant increase during the study period, with certain decreases due to factors external to the strategies proposed by MINCETUR. Likewise, it was observed that the 70% of commercial agreements (bilateral and multilateral) that are currently in force, entered into force in this period of time. Finally, it concludes that the impact of the pillar “Facilitation of foreign trade“ has been favorable since 93% of the provisions of the Facilitation Master Plan were achieved; however improvement points were also found for the upcoming PENX 2015-2025. It is recommended to continue export promotion initiatives but to correct the constraints found throughout the current research.
