The purpose of this research is to determine how the security measures made available to the client by banking institutions to prevent fraud or transactions not recognized within the legal framework affect the effectiveness of the legal security of consumers in transactions carried out through virtual stores in electronic commerce, for which international, national and local background was compiled, as well as theoretical bases. Regarding the methodology, the research is basic, with a qualitative approach and a transversal non-experimental design, and instruments such as the legislative analysis form, file analysis form, interview guide and survey guide were applied. From this, it was obtained that the security measures are regulated in the Credit and Debit Card Regulations, however, the procedure for the application of such measures is not established, causing that fraudulent operations are not detected in a timely manner and that the banking entities do not apply them correctly, generating lack of protection and prejudice to the consumer, for which reason the alternative of incorporating the application procedure to fill this regulatory gap and guarantee the effectiveness of the legal security of consumers is proposed.
