Resumen: Garagay se encuentra ubicada en el distrito de San Martín de Porres, frente al Palacio de la Juventud del distrito de Los Olivos. Su construcción entre los años 1700 y 700 antes de la era común (AEC), durante el periodo Formativo, forma parte de un conjunto de otros templos ceremoniales denominados templos en U o templos con planta en U, denominado por Carlos Williams (1978) debido a su forma de herradura.
La huaca Garagay es uno de los complejos arqueológicos más grandes encontrados en Lima Metropolitana, es el segundo más grande de Lima Norte, después de Huacoy Templo; sin embargo, según Héctor Walde (2017), su arquitectura y el estado de conservación en el que se encuentra lo hace único en su clase. Su historia muestra como evidencia la existencia de civilización pre-Chavín, un legado muy importante y de alto nivel constructivo, cultural y patrimonial en el Perú
Lima Norte posee la mayor cantidad de evidencias arqueológicas prehispánicas de Lima Metropolitana; sin embargo, no se desarrollan actividades culturales relacionadas a los complejos arqueológicos, estos se están dejando de lado mientras que se consumen por el auge inmobiliario por lo cual ya muchos de los restos se han perdido en su totalidad. Existe un gran potencial cultural que no se está aprovechando.
Esta investigación busca resolver el problema de deterioro que sufre la huaca Garagay; mediante el estudio de su historia y el valor de la huaca como elemento patrimonial, a su vez de demostrar la relevancia de la población invasora dentro de los límites del complejo arqueológico Garagay y su relación como patrimonio conjunto.
La preservación y la puesta en valor de la huaca significaría la reorganización del lugar y la mejora de su infraestructura básica mediante un proyecto arquitectónico por lo cual se presentan antecedentes de museos de sitio y centros culturales de otros departamentos del Perú que permitieron la conexión de la población y a su vez aumentaron el valor patrimonial del monumento arqueológico protegido.
Desde finales del año 2014, el Ministerio de Cultura realizó el proceso de limpieza del complejo arqueológico para la implementación del proyecto arqueológico organizado por la Municipalidad de Lima. El proceso de excavaciones se empezó a realizar a mediados del 2016 y aunque aún no se ha definido un proyecto arquitectónico para proteger el patrimonio, su implementación en el complejo arqueológico de Garagay significaría un gran paso hacia la recuperación y valorización de muchos otros restos arqueológicos y evidencias de un legado pre-incaico en Lima Norte. Un legado que actualmente se está olvidando y deteriorando tanto por los mismos pobladores como por el estado.
El proyecto busca brindar un aporte arquitectónico para la puesta en valor y así poder mejorar la calidad de vida de la zona mediante la implementación de nuevas actividades sociales y culturales en el contexto territorial y el aumento de valor patrimonial a través de un centro de interpretación, además de resolver la disputa del territorio del complejo arqueológico entre las entidades del estado y la población que lo ocupa.
