This professional proficiency work describes the experience and contributions developed by the author during the 2017-2020 period, in the Human Resources Department of the National Rural Sanitation Program of Peru. The main objective was to determine the effectiveness of the processes in terms of human capital planning in the entity, during the period in question. The methodological procedure for the achievement of institutional objectives began with the description of the importance of personnel needs planning, identifying the critical points and the influence on the effectiveness of the selection and linking processes, training, compensation administration and control staff assistance. Next, a comparative analysis of the annual variation in the number of personnel in the entity was carried out, describing the level of academic training, specific training in the position held and experience in the public sector, in order to measure the dimension of quality human resource competencies in the program; Training activities aimed at staff, carried out during the 2017-2020 period, were also described. Finally, the effectiveness and efficiency of public investment spending on rural sanitation corresponding to the entity was evaluated. The results show that the 38 % drop in investment to improve the quality of human capital, measured through the annual budget execution of the 2017-2020 People Development Plan, led to a low budget execution of investment spending. the latter reflecting an expense efficiency indicator in 2017 of 87.2 % and 86.5 % in 2020. Additionally, a reduction in the productivity index resulted, with a value of 1.19 in 2017, which became 0.38 in the year 2020.It is concluded that the interrelation of the various subsystems that make up the administrative system of human resources is linked to better efficiency in the planning of human capital. Also, for the case study, the quality of human capital was a limiting factor in improving the execution of public investment spending by the entity.
